CAS for PFA — you can choose a higher calculation base

PFA CAS isn't a rigidly fixed amount — beyond the mandatory minimum, you have the explicit option to contribute more, if you want a better pension score.

What the law says

Above the threshold of 12 minimum wages in annual income, CAS becomes mandatory on a minimum base of 12 minimum wages. But you can opt for a higher base — 24 minimum wages — if you want a better pension score when you retire. You're not automatically tied to the minimum: it's an active choice, declared through the Declarația Unică.

Art. 148 Cod fiscal.

How it applies, in numbers

Illustrative example: at the minimum wage for the second half of the year (4,325 lei), the mandatory minimum base of 12 minimum wages means about 51,900 lei, while the optional base of 24 minimum wages means about 103,800 lei — double the contribution, but also double the pension score accrued for that year.

Common mistakes

The common mistake is assuming the minimum base is the only option available — in fact the law explicitly lets you choose a higher base, if you prioritize your pension score over the short-term contribution cost.
