Minimum notary fees are set nationally through Order of the Minister of Justice no. 177/C/2024, on 7 value brackets, from 2.2% (below 20,000 lei, minimum 230 lei) up to 0.6% above 600,000 lei. Unlike local taxes, the scale is identical across the whole country — only the property's value matters, not its location.

What is added to the fee

21% TVA (raised from 19% under Law 141/2025, August 2025), a fixed 45 lei fee for archiving the file, and separately, the registration fee owed to ANCPI: 0.15% of the value for individuals, 0.5% for legal entities, minimum 60 lei.

The scale value, not just the contract price

If you declare a price lower than the minimum value set through the notary chamber's market study for that area, the notary calculates the fee on the scale value, not on the declared price — you cannot artificially reduce the fees by undervaluing the property in the deed.
