How the child-raising allowance works

Regulated by OUG 111/2010, the allowance is 85% of the average net income earned in 12 months out of the last 2 years before the child's birth. The 12 months don't have to be consecutive — you can choose any 12 months with income out of the 24 available, which helps if you had periods without income.

Caps

The allowance cannot be lower than 1,651 lei (2.5 × the reference social indicator, ISR = 660 lei) and cannot exceed 8,500 lei gross, regardless of how high your previous income was. Both caps are unchanged from previous years — the ISR was not increased in 2026.

What changed starting August 2025

The allowance remains exempt from income tax, but starting 1 August 2025 (Legea 141/2025), 10% CASS is withheld from the gross amount — a change that reduces the net amount by up to 850 lei/month at the maximum cap.

Multiple births

For twins, triplets, or other multiple births, the allowance increases by 50% for each additional child beyond the first, calculated based on the already-set allowance (including the capped amount).

The insertion incentive

If you return to work before the end of leave, you receive, on top of your salary, 1,500 lei/month (returning before the child turns 6 months old) or 650 lei/month (returning after 6 months) — a tax-free amount, exempt from CAS and CASS, paid until the child turns 3.
