Starting 1 January 2026, Romania applies a flat national logistics fee of 25 lei for each parcel with a declared value under 150 euros, originating from outside the European Union — regardless of which member state the parcel enters through.

Starting 1 July 2026, the customs duty exemption for shipments under 150 euros was removed EU-wide. Under the transitional regime (in effect until full customs digitalization, expected by 2028), a flat fee of 3 euros applies for each distinct tariff category identified in the parcel — not just once per parcel. The two fees, national and European, are cumulative.

How the fee by category is calculated

If a parcel contains a silk blouse and two wool blouses, these are two different tariff categories, so the fee is 6 euros, not 3. A parcel with five identical T-shirts stays at 3 euros, because they're all in the same category.

What's next

The European Commission is working on a single EU-wide handling fee, expected to take effect by November 2026 at the latest. Once applied, member states will have to remove similar national fees — so the Romanian 25 lei fee could disappear or be replaced at that point.
